LABEL Criteria and Levels
LABEL has developed criteria and levels for security as well as service. The levels range from 1 (basic) to 5 (high end). In order to qualify for a certain level, next to the requirements for that particular level also the requirements from the preceding levels have to be fulfilled, unless a measure is clearly substituted with another measure that is functionally equivalent but of a higher standard. Examples: a restaurant replacing a snackbar or on-site guards replacing remote guards.

During the Belgium Presidency of the Council of the European Union a resolution “On Combating Road Freight Crime and Providing Secure Truck Parking Areas” was adopted on 8 November 2010 by the EU Ministers of Internal Affairs and Justice. The resolution integrates, and thereby makes official, the LABEL categories for secure truck parking areas and asks Member States to progressively set up a model for secure truck parking areas using the LABEL model.
